Why the solar half needs its own contractor
Florida licenses construction trades separately under Chapter 489 of the Florida Statutes. Your roofer holds a CCC roofing license. Detaching and reconnecting a PV array is solar and electrical work, covered by a solar contractor (CVC) or electrical contractor (EC) license. The roofing license doesn’t extend to it.
The consequences are practical, not theoretical: module and inverter warranties generally void when unlicensed hands touch the array, permits get held up when the wrong license category applies, and damage to a five-figure array becomes your problem rather than someone else’s.
We work with roofers all the time and we’re not trying to talk you out of yours. The roof is theirs. The solar is ours.
What Clearwater requires
The City of Clearwater runs permitting through the Accela portal. A few things worth knowing:
- Contractors register as a Licensed Professional and submit plans digitally through the same system.
- The plans review fee is due at the time of submittal — not at issuance. This trips up a lot of scheduling assumptions.
- Inspections are scheduled through a separate city portal after the permit issues.
- Plans need to satisfy Florida Building Code requirements for roof load, wind load, roof access pathways, and setbacks.
Clearwater is not the same as unincorporated Pinellas County, and neither is Largo, Dunedin, Safety Harbor, or Palm Harbor — each has its own process and its own review timelines. If your address sits just outside a city line, the permitting path changes. We sort out which jurisdiction you’re actually in before we quote a timeline, because getting that wrong is how a two-week job becomes six.
Coastal roofs, wind load, and older arrays
Pinellas is a peninsula. Wind uplift requirements here are stricter than they are inland, and properties in Coastal High Hazard or flood zones can trigger additional documentation. On older arrays we also see a lot of tired mounting hardware — corroded lag bolts, degraded flashing boots, rails installed before current attachment standards.
A detach and reset is the one moment in a system’s life when all of that is accessible. We flag what we find before reinstalling rather than putting compromised hardware back onto a brand-new roof. New flashing and sealed penetrations go on every time; we do not reuse old boots.

- Assessment of your array, mounts, roof type, and inverter setup.
- Permit pulled and sequenced against your roofer’s permit.
- Removal — panels labeled by string position, stored flat and covered, rails and flashing off.
- Your roofer works on a clear deck.
- Reinstall with new flashing, panels back in their original string positions.
- Commissioning — energized, inverter verified, production checked against baseline.
